On one of our recent calls we discussed use tools beyond IPCQ & OPCQ to measure capacity-building at various levels. Here are some of our tools in WI (& NY to some degree):

--We have been using "The Rokeach Value Survey" to document changes in prevention attitudes over time. We are curious to see if people's values shift toward that of "activists" overtime. Perhaps...
